I would use magic whether I intended to or not - when it first arrives, children rarely know how to control it. And the moment it arrives, you are ripped from your family and taken to the Circle, to either learn quickly enough to master it or be made Tranquil.
It is Chantry law. Magic is made to serve mankind, not rule over it. Therefore mages must be locked away, and not allowed to leave its walls unsupervised, or have families and find love, or even thoughts of their own.
